Steep lots, wet winters and cold snaps: why Steilacoom pipes fail where they do
Most Steilacoom land lies on 5 to 15 percent slopes, and some of it, around Madrona Park and Chambers Creek, climbs to 70 percent. The town also sorts its runoff into 11 drainage basins. On a slope, water from a leaking line travels downhill and often shows up far from the break.
So a wet patch in a lower yard is not proof the pipe under it is the one leaking. We trace from the meter and the house, not from where the puddle formed. That is why a leak detection visit usually costs less than digging in the wrong place.
Our overnight line is staffed for these calls, because a slow leak on a hillside can turn into a washed-out yard by morning.
Rain
The nearest weather station records about 42 inches of rain a year. Saturated soil hides a leak, so a green stripe or soft ground over a line is worth a call.
Freezing nights
The same station logs about 21 days a year at or below 32 F. Exposed spigots, crawlspace lines and garage supply pipes are the first to freeze.
Frost depth
Lakewood's city design criteria use 12 inches as minimum frost depth. Shallow service lines near that depth are the ones worth asking about before a hard freeze.
Big storms
Pierce County saw 6 to 12 inches of snow in February 2019 and an atmospheric river in early 2025. Both are reminders of what a hard week does to exposed pipes and saturated ground.
What each season does to the plumbing
| Season | What goes wrong | What to do first |
|---|---|---|
| Hard freeze (December to February) | Exposed pipes crack, hose bibs split | Shut the main, open the faucets, then call. See burst pipe repair |
| Wet months (October to March) | Hidden leaks, slow drains, soggy yard over a line | Check the meter with every tap off, then book leak detection |
| Dry months (June to September) | Hose and irrigation leaks, water heater sediment | Walk the yard for damp ground, flush or inspect the heater |
| Any season | Sewer backup, failed fixture, heater leak | Stop using water and call the 24/7 line |
These are patterns, not a forecast. The cause on your property is confirmed on site.
A cold snap is coming: what to do tonight
Do this before the freeze
- Disconnect hoses and cover exposed spigots
- Find your main shutoff and test that it turns
- Open cabinet doors on exterior walls
- Let one faucet drip on the coldest night
Do this if a pipe bursts
- Shut the main valve at once
- Open the lowest faucet to drain the line
- Turn off power to any wet room from a dry spot
- Call (253) 275-5116 and tell us where the water is
A frozen pipe that has not burst can stay shut for hours. Do not use a torch or open flame to thaw it. Warm the room, and call if the pipe bulges or water appears at a joint.
Lakewood water, Town sewer: who owns which pipe
The Town of Steilacoom buys wholesale water from Lakewood Water District and keeps its own Well #4 on standby. Check your bill for your provider, and ask the Town which side of the meter is yours, because that decides who pays for a failed service line.
The Town's sewer system has 27.5 miles of mains, 3,059 connections and 7 lift stations, with flow pumped to Pierce County's Chambers Creek plant. If your neighbors are backed up too, the problem may be in the public system, so call the Town. If only your home is affected, the cause is more likely in your own line and a sewer line cleaning is a sensible first step.
Detached homes, the Rigney neighborhood and the historic district
Detached single-family homes are typical in Steilacoom, but 30 to 35 percent of the housing is multifamily, mostly in the Rigney neighborhood. In a shared building, locate your unit's shutoff before an emergency happens.
A historic district was nominated to the National Register in 1975. If your house sits in it, ask the Town Building Department whether any local rules touch your project, before assuming they do or do not.
Before we arrive on your Steilacoom street
- Stop the flow at the sourceClose the main valve inside the house. If you cannot find it, ask your water provider about shutting off at the meter.
- Watch the downhill sideOn a sloped lot, water follows the grade. Move stored items away from the low side of the garage and crawlspace.
- Clear the approachNarrow lanes and steep driveways slow the plumber. Park so there is room to unload at the door.
- Keep wet areas off-limitsStay away from flooded rooms where outlets or appliances are near the water.
- Call the 24/7 lineCall (253) 275-5116. Give your street, the nearest park or cross street, and what the water is doing.
Permits at the Building Department
The Town Building Department is at 1030 Roe St, phone 253-581-1912. A town handout says leak repairs that do not replace or rearrange pipes are exempt, while replacing or relocating a water supply or sewer line needs a permit.
The handout does not name water heaters, so ask the Building Department before a replacement. A water service line repair is the kind of job that handout says needs a permit, and we tell you in advance if one looks necessary.

All of Steilacoom shares ZIP 98388. Neighbors in University Place and DuPont reach the same dispatch line.
Steilacoom plumbing questions
Yes. We answer all day and all night, weekends and holidays included. Tell us what happened and whether you have closed the main valve. If you smell gas, leave first and call PSE or 911 from outside.
Steilacoom has one ZIP, 98388, and we serve all of it, from the Rigney neighborhood to the streets near Sunnyside Beach and Saltar's Point Park. If your address is just outside town, call and ask.
On a slope, a leak surfaces downhill from the break. A leak detection check traces the line from the meter, so you do not dig in the wrong place.
Ask the Town which side of the meter is yours. Where the pipe is the owner's responsibility, we repair or replace it and give a clear price first.

Yes. Shut the main valve, open a faucet, and call. We thaw safely or replace the section, and we do not use open flame.
